Driver training used to be mandatory in High School - the State of California required schools to either offer it as an elective or require it for graduation.
I grew up and learned to drive in CA, and took the one-year training requirement. I now live in a state where it is unheard of, and it's obvious from the way everyone "drives" around here.
That said, ask your insurance company if they have calculated the costs benefits of reinstating the High School training mandate. The costs of collisions in raw materials also have an environmental impact, so they have that to add into the formula as well.
Reinstatement of Driver Training in California could be a viable political initiative movement. It should also correlate with mandatory expulsion to New Jersey of all untrained drivers.
